Florida's homeschool evaluation: who can sign, what they review, and when it is due

Florida lists an outside evaluation of a homeschooled student's year as one of the options its law allows each year. Who may sign it? The signer is a teacher selected by the parent who holds a valid regular Florida certificate to teach academic subjects at the elementary or secondary level. The evaluator looks at the portfolio and a discussion with the student and produces a written evaluation of the student's educational progress.
