Pennsylvania's homeschool evaluation: who can sign, what they review, and June 30

Pennsylvania asks every homeschooled student to have an outside evaluation of the year's work, every year. Who may sign it? The signer is one of: a Pennsylvania-certified teacher with at least two years of teaching experience; or a licensed clinical or school psychologist. The evaluator looks at the portfolio of the year's work and an interview with the student and produces a written evaluation certifying that an appropriate education is occurring.
