West Virginia's homeschool evaluation: who can sign, what they review, and June 30

West Virginia lists an outside evaluation of a homeschooled student's year as one of the options its law allows each year. Who may sign it? The signer is a certified teacher. The evaluator looks at a portfolio of samples of the student's work and produces a written narrative on the student's progress in reading, language, mathematics, science, and social studies, noting any area that needs improvement.
