What has to be in each quarterly report

A New York quarterly report is short, and the regulation is specific about its four parts (8 NYCRR §100.10). Each report states:

Hours of instruction: the hours taught during that quarter.
Material covered in each subject: a description of what was actually covered, subject by subject, against the plan in your IHIP.
A grade or a written narrative: for each required subject, either a grade or a short written evaluation of progress. Either is accepted.
An explanation for any subject under 80 percent: if less than 80 percent of the material you planned for a subject was covered, a brief written explanation of why.

That is the whole report. There is no test, no portfolio, and no district visit built into a quarterly. Those belong to the annual assessment, filed with the fourth report.

When your four reports are due

New York does not fix the four dates: your family chose them when you filed the IHIP, and those are the dates that govern the year. Many families space the four quarters roughly across the school year (2026–2027), like this:

Quarter 1 (Jul–Sep) covers instruction from 2026-07-01 to 2026-09-30.
Quarter 2 (Oct–Dec) covers instruction from 2026-10-01 to 2026-12-31.
Quarter 3 (Jan–Mar) covers instruction from 2027-01-01 to 2027-03-31.
Quarter 4 (Apr–Jun) covers instruction from 2027-04-01 to 2027-06-30.

These are only the common defaults the IHIP form pre-fills. If your IHIP set different dates (or you started home instruction mid-year and prorated your quarters), then yours are whatever your IHIP says. The annual assessment is filed together with the fourth quarterly report.

Hours, and how the four reports add up to the year

The IHIP names your subjects and plan; it does not report hours. The quarterly reports carry the hours. New York sets the annual equivalent at 900 hours for grades 1–6 and 990 hours for grades 7–12 (8 NYCRR §100.10), and the four quarterly reports, added together, reach that annual figure.

Worth noticing: you are reporting the hours you actually taught, quarter by quarter, not promising a fixed number in advance. The 80 percent rule, in plain language

If, in any required subject, less than 80 percent of the material you planned for that quarter was covered, New York asks for a short written explanation next to that subject. That is the entire rule. It is routine (plans shift, a unit runs long, a child lingers on something worth lingering on) and the explanation is simply how the state asks you to account for the gap. It is not a finding against the family, and it does not, by itself, put a program on probation.

What to write for “material covered”

Describe each subject in general terms ("regular composition assignments") rather than specific promises ("one polished essay per month"). General language satisfies the requirement and keeps you flexible if your plans change mid-year.

The same wording you used in the IHIP's plan of instruction carries naturally into the quarterly report's material-covered line. You are describing the same subject, now in the past tense. How to complete a quarterly report, step by step

A quarterly report has five moving parts. The regulation text (8 NYCRR §100.10) is always the source of truth; this is the plain-language version of what each part asks for.

1. Total the hours for the quarter

Add up the hours of instruction for the quarter across all subjects. New York sets an annual equivalent of 900 hours for grades 1–6 and 990 hours for grades 7–12; your four quarterly reports report the hours and, added together, reach that annual figure. The IHIP itself does not report hours. The quarterly reports do.

2. Describe the material covered in each required subject

For each subject on your grade’s IHIP, write a short description of what was actually covered this quarter: the topics, chapters, or units. General wording is fine and usually wiser (see below); a couple of plain sentences per subject is normal.

3. Add a grade or a written narrative per subject

For each subject, give either a grade or a short written narrative evaluation of the student’s progress. The regulation accepts either; you do not have to assign letter grades if a narrative describes the progress more honestly.

4. Note any subject under 80 percent of plan

If less than 80 percent of the material you planned for a subject in the IHIP was covered this quarter, add a brief written explanation. This is a normal part of the report, not a penalty. Plans shift, and the explanation is simply how New York asks you to account for it.

5. File it with your district on your chosen date

Send the report to your school district (or, in New York City, the Office of Home Schooling) on the date your IHIP set for that quarter. Keep a copy. The reports build on one another across the year, and the fourth is filed together with the annual assessment.
