The Portrait gap

At least 15 US states have adopted a Portrait of a Graduate (sometimes called Profile of a Graduate, Portrait of a Learner, or Graduate Profile) as official policy. The frameworks describe competencies that go beyond traditional academic content: critical thinking, communication, collaboration, creativity, civic engagement, cultural competency, personal responsibility, academic mastery.

The frameworks are good. The implementation has a hole. In almost every Portrait state, students graduate “having met the Portrait” but receive a traditional grades-and-credits transcript that doesn't document it. The college or employer has no way to read the Portrait competencies from the artifact the student actually leaves school with.

That gap is the problem this page is about.

What a Portrait transcript looks like

A Portrait transcript is a competency-based transcript with a specific scaffold: each Portrait competency gets its own section, with artifacts and proficiency level underneath, and a traditional course-and-grade transcript attached as an appendix for receivers that still require it.

The structure looks like this:

Header: student identification, dates, issuer.
Portrait section: one block per competency, with proficiency level (emerging / developing / proficient / advanced or equivalent), supporting artifacts (linked, hashed), and a 1–3 sentence narrative.
Outside-graded signals: SAT, ACT, AP, dual enrollment, proctored assessments. These carry disproportionate weight precisely because they were not graded by the issuer.
Traditional translation transcript: courses, credits, grades. For receivers that still require it.
Counselor / parent narrative: 1–2 pages on context, learning environment, and anything that doesn't fit on the structured transcript.
Verification block: receipt ID, issuance date, public verification URL.

Do colleges accept Portrait of a Graduate transcripts?

The receiver's own published policy says what it needs. Over 200 US colleges have publicly committed to evaluating competency-based and Portrait-aligned transcripts (see the Mastery Transcript Consortium's receiver list), and the Common App and Coalition both carry fields for non-standard transcript formats. Selective state systems publish the narrowest formats, and for those a dual transcript, Portrait plus traditional, is the usual answer.
