NYC files with one central office, not your district

Everywhere else in New York, a homeschool family files with their local school district. New York City is the exception: the five boroughs are one district for home instruction, and every filing goes to the central NYC DOE Office of Home Schooling. There is no borough office and no zoned-school step.

The NYC timeline, and the 28-day clock

The sequence is the same five filings as the rest of the state, routed to the one office:

Letter of Intent: email it to the office. This starts the process.
Materials arrive: the office sends the regulation and an IHIP form, which starts your 28-day clock.
IHIP within 28 days: New York City asks for the IHIP within 28 days of receiving the materials (its framing of the §100.10 four-week window).
Four quarterly reports: on the four dates your IHIP sets.
Annual assessment: filed together with the fourth quarterly report.

How to file in NYC, step by step

1. Send your Letter of Intent to the central office

Email a Letter of Intent to the NYC DOE Office of Home Schooling at LetterofIntent@schools.nyc.gov. In NYC this goes to the central office, not to your borough or your zoned school.

2. Receive the §100.10 materials and IHIP form

The office sends back a copy of the regulation and an IHIP form. This is what starts the 28-day clock for your IHIP.

3. File your IHIP within 28 days

Submit the completed IHIP to homeschool@schools.nyc.gov within 28 days of receiving the materials (New York City’s framing of the §100.10 four-week window). The IHIP lists your subjects, who instructs, a plan for each required subject, and the four quarterly report dates you choose.

4. File four quarterly reports on your chosen dates

Send each quarterly report to homeschool@schools.nyc.gov on the four dates your IHIP set: hours, material covered per subject, and a grade or narrative. Same central office, same address, all year.

5. File the annual assessment with the fourth report

With the fourth quarterly report, include the annual assessment (a standardized test result or a written narrative, depending on the grade). One office receives everything.

What's the same as the rest of New York

Only the filing logistics are NYC-specific. The requirements themselves are the same 8 NYCRR §100.10 statewide:

the same required subjects for each grade;
the same annual hours: 900 for grades 1–6, 990 for grades 7–12;
the same four quarterly reports (hours, material covered, a grade or narrative, and an explanation for any subject under 80 percent of plan);
the same annual assessment (a standardized test or a written narrative, by grade).
